EU Tram project
The European Union funded "Trade Related Assistance for Mongolia" (EU TRAM) project commenced in March 2017. The project aims to contribute to economic growth by supporting an increase in non-mining sector exports. The project will be implemented until 2021 and cooperate with the Mongolian Ministry of Foreign Affairs (MFA) and the Mongolian National Chamber of Commerce and Industry (MNCCI). Working in close collaboration with the beneficiaries, the project enables non-mining sector businesses to gain better access to foreign markets, reduce export costs and ensures tat Mongolian exporters can improve their profitability in targeted international markets.

Trade policy
EU TRAM provides support to the Ministry of Foreign Affairs as the Ministry responsible for trade policy matters in order to enhance its capacity to assess, formulate, negotiate and implementation effective trade policies.
EU TRAM provides a capacity building programme to support the Government of Mongolia to develop effective trade policies and negotiate Free Trade Agreements and Economic Partnership Agreements, which meet the market access needs of private sector exporters.
Selected activities:
- Providing technical assistance in formulation and negotiation of foreign trade agreements;
- Carrying out a study on general trade related legislation and policies;
- Conducting studies, which are urgently needed for trade policy formulation and implementation in cooperation with researchers and professionals;
- Implementing advocacy and awareness raising activities to enhance the legislative framework and to underpin trade related policy;
- Organizing training courses to support trade related government officials through capacity building for trade policy analysis, formulation, negotiation, implementation and monitoring;
- Reviewing or formulating general trade related legislation and policies, particularly those directly linked to identified target products/sectors and supporting the formulation of policy documents.

Trade Facilitation
We aim to improve the competitiveness of non-mining export products whilst ensuring that foreign consumers are protected through compliance with standards and safeguards by reducing the time and cost of exporting (and importing) through the introduction of international best practice in trade facilitation matters.
EU TRAM builds capacities to reduce trade barriers to export markets and facilitate trade in terms of improving border inspection and management systems.
Selected activities:
- Identifying and assessing the most relevant trade facilitation issues and possibilities to reduce the cost of exporting of products from sectors with high potential;
- Implementing effective trade facilitation activities in close collaboration with the Customs General Administration through the adoption of EU best practice for customs matters in the relevant national legislation and policy documents;
- Supporting Customs General Administration in extending its cooperation in customs administration matters and trade with the EU and other countries trading blocks;
- Enhancing the capacity of relevant Government and Customs staff in provinces and at borders on trade facilitation procedures;
- Supporting implementation of the commitments made by Mongolia under the World Trade Organization Trade Facilitation Agreement (WTO-FTA)

Export Development
EU TRAM selects certain non-mining products with high export potential and supports the development of exports through a cluster and/or value chain development approach. The project also builds the capacity of business associations to support potential and existing exporters to meet the requirements of customers in overseas markets.
EU TRAM supports the expansion of exporting capacity of SMEs in the non-mineral sectors by boosting the value-added of their export products and strengthening the capacity of business membership organisations to support them.
Selected activities:
- Ensuring effective collaboration with Mongolian business associations such as MNCCI and other private sector representative organisations to support the private sector to take advantage of international market opportunities;
- Carrying out studies to identify high potential export products to ensure that the project contributes to an increase in exports during its implementation;
- Supporting the elaboration of business guides, manuals, booklets and leaflets to assist the private sector to access essential information related to exporting;
- Conducting training courses to strengthen the capacity of MNCCI and other business associations to support exporting of products from target sectors;
- Organizing export and partnership promotion activities, including opportunities for Mongolian businesses in target sectors to participate in international trade fairs, exhibitions and study tours;
- Supporting Public-Private Partnership and dialogue to strengthen trade policy and export promotion.
